A "wireless mesh" would be the fastest ad lowest cost way to provide a wireless service for a community. Every POP would be a bridge to a select area. Users with wireless cards or routers in their computer and authorized to access the network would have internet access. And the network could be expanded by having select locations become a POP, providing greater bandwidth. Also, Businesses or institutions could partner, providing their own users and expanding the mesh.

Most laptops, PDA's, cell phones and even cars have internet connectivity capabilities and would be able to access the network as authorized users or "free seats" depending on the design schema.
